Hmmm... cygwin1.dll is only available to a few select individuals,
just like all open source ;->
Seriously though, did you look here?

7th line from the top of the page. But downloading cygwin1.dll
by itself is not the best way get it. Don't download individual
packages, and don't try to unpack them yourself. Just follow
the installation guidelines and do a full cygwin insatll,
and you will be much happier in the long run.

In a nutshell...
Open http://www.cygwin.com and click on the Install Cygwin Now icon at
the upper right of the page. Install all packages, and you'll find
cygwin1.dll in your /usr/bin directory.
Hey shouldn't this be in the FAQ... oh wait, it already is!
