You could always use (e.g.) /c/progra~1/python21. Ick.
In any case, the following example will work:
$ pico=/c/Program\ Files/Pine/pico.exe
$ echo $pico
/c/Program Files/Pine/pico.exe
$ "$pico"
And pico starts up just fine.
