The Cywgin list is not Chris Faylor's personal address, in case you were
wondering. You have, however, addressed your question correctly to the
list and not directly to Chris. He'll appreciate that. ;-)

Cygwin 1.0 was the commercial CD that Cygnus released years ago. Its
no longer available. 1.1.6 and 1.1.8 versions of cygwin1.dll are also
obsolete. While you may be able to find them hiding somewhere on the
internet, these versions aren't supported any longer by this list. In
short, if you find them and use them, the problems you see are probably
something that you'll need to solve on your own. Generally, this approach
becomes counter-productive in the long-run anyway.

Conversely, if you're having a problem with the latest release (1.3.2)
and its not already fixed in a recent snapshot, the list wants to know
about the issues you see, especially if they are a regression from the
previous versions. Please provide as much detailed debugging information
as you can (if not a patch ;-) ) so that we can understand where the
problem is. This is a much better approach than trying to find old
versions of the DLL since it helps improve the stability of existing
features in Cygwin while new ones are added. You benefit as well by
being able to keep current and take advantage of new features as they
come on-line. I hope you'll consider contributing some effort towards
determining where the current release and snapshots go wrong for you.

Regards,
