My solution:
Create a new windows shortcut (.lnk NOT .pif) pointing to:
C:\cygwin\bin\rxvt.exe -tn xterm -e /bin/login username
This will still cause a standard console window to appear briefly.
To avoid this, is is necessary to recompile rxvt, passing the -mwindows option to gcc during the link step
When configuring rxvt, I used the following command:
./configure --x-includes='$(basedir)/W11' --x-libraries='$(basedir)/W11/lib' --enable-mousewheel
The X stuff seems to be necessary, although it is a bit silly that it is needed.
I them added -mwindows to LDFLAGS in src/Makefile
