Starting cygwin from a telnet session

When I try to start cygwin.bat from a telnet session (using
Microsoft's telnet server under Win2000), I get the following error:

D:\cygwin>cygwin
      0 [main] bash 980 stdio_init: couldn't make stderr distinct
from stdout
bash.exe: warning: could not find /tmp, please create!
bash-2.05$ pwd
/usr/bin
bash-2.05$

I checked and /tmp does in fact exist.  Also, as noted by `pwd`, I
get dropped off in /usr/bin.  It doesn't seem like /etc/profile get's
executed because PS1='[\u:\w]\\$ '  This only happens, I believe,
when I'm logged in as the Administrator through telnet.  My other
(normal) users don't experience this problem.

Any way around this?
