Are you using the Cygwin version of cvs?  `cygcheck cvs'?

Your PWD and HOME are using c:/ absolute style paths.  With the current
release and prior releases this will cause any files opened to be
processed in text mode since it bypasses the Cygwin mount table and text
mode is the default.  I suspect that this is your problem.
