... just to correct and add some info:
Latest cygwin version is 1.1.2, but symptom is reproducable with ash20000627 - unless you add as first line:
#!/bin/sh
Now the script is executed!

type 'sh' to enter ash
then call:
./foobar
ash silently agrees to do nothing, whenever ./foobar exists or not.
