gcc doesn't work with CYGWIN=ntsec

With CYGWIN=ntsec, I get the following error:
[c:\scratch\flip\flip1src]gcc -c flip.c
cpp: unrecognized option `-remap'
cpp: unrecognized option `-remap'
cpp: unrecognized option `-remap'
[etc.]
Now I change CYGWIN:
[c:\scratch\flip\flip1src]set CYGWIN=
[c:\scratch\flip\flip1src]gcc -c flip.c
flip.c: In function `main':
flip.c:128: parse error before `myname'
[etc.]
Any idea what's going on?
