inetd telnet problem



 I am attempting to use Sergey Okhapkin's inetd port.
 I downloaded and installed latest (b20.1, I think) full
install of cygwin.
I created a user named root. I started by copying 'administrator',
then added 'act as part of oper. sys.', 'replace a proccess level
token', and 'increase quotas'.
 I set up inetd as a service using srvany from the resource
kit.
 But when I try to login, I get :

Connection closed by foreign host.

 The account 'kseel' is a valid NT account. This doesn't happen
if I type an invalid password or account.

 I am pulling my hair out at this point, anyone have a suggestion(s)?
