cursor keys don't work

Does anybody know why I can't use the "up arrow" key to view my command
history? I only have this problem if I SET CYGWIN=tty. The weird thing is
that if I hit the "up arrow" and then enter, the last command will get
executed, but a simple "up arrow" does not display the last command on the
command line. Again, if I don't set CYGWIN, I don't have this problem. Is
this in any way related to the installation of ncurses or termcap? Thanks
