System/Environment PATH entries in "c:\" translate to "/"

In my System/Environment, my PATH variable has several entries on drive "D",
and several on drive "C". When I start up Bash, the entries on drive "D"
get translated correctly to "//d/", but the entries on drive "C" get
translated to just "/". It removes the drive designation. This causes
things to fail when I run from drive "D".
Is this a bug, or am I missing something?
