I start rxvt like this from a batch file:

  rxvt -title %USERDOMAIN%\%USERNAME%@%COMPUTERNAME% -bg AntiqueWhite -fn 6x13 -geometry 166x48+0+20 -menu terminal -sl 2000

-menu does the trick.

I have my menus under 

  /usr/local/share/rxvt

for example here is my terminal.menu:
