You're probably better off emailing Ralf directly.  Although he is
subscribed to at least a some of the Cygwin lists, he's not guaranteed
to see this.  I don't know how many other people here have tried this
but since you're really following a tutorial from Ralf's site, it's
most appropriate to discuss it with him in a forum of his choosing.
This one doesn't support his site.

That said, Cygwin has both a bison and a byacc package.  Bison's package
contains a 'yacc' executable while byacc contains, unsurprisingly, 'byacc'.
Either of these packages should be reasonable as a 'yacc' tool.
As for 'unsermake', a quick Google unearthed this from the KDE Wiki:
