I'm using Xwin on Vista32 with only minor problems.
But i'm starting Xwin.exe directly like:
C:\cygwin\bin\run.exe bash -c -l "CYGWIN=server Xwin.exe :1 -query
192.168.1.1 -dpi 100  -clipboard -silent-dup-error -notrayicon  +bs
-once &" '
Maybe you try that.
