False. On my system:
<CYGWIN_ROOT>/X11R6/bin is set in the 'PATH' by:
- MS SYSTEM ENVIRONMENT
- CYGWIN.BAT
- profile

Correct invocation is, I believe:
sh /etc/postinstall/gtk2-x11.sh.done
