I could not reproduce this problem with my local installation. It is a 1.5
installation too with X11 built from cvs but for 1.5.1. The current X11
packages are compiled for 1.3 cygwin.
So lets try the hard remote debugging then.
please check if a file /usr/X11R6/lib/X11/XKeysymDB exists and if a line
like these exists:
XF86_Switch_VT_1 :1008FE01
