The Cygwin version of fvwm2 appears to be configured slightly

${sysconfdir} --> /etc (why not /usr/local/etc or even
/etc/X11?)

As a possible alternative to supplying this default configuration file,
what about installing fwwm-icons along with a configuration
pre-generated by FvwmScript-Setup95?
