Does the same happen?
I don't have a Linux X-server nearby, but I do have AIXWindows running nearby. I changed my DISPLAY variable and launched emacs. It popped up very quickly on the AIXWindows display (much faster than I normally see in the XWin server). However, pointer movement on the target display was sluggish, and the Win2k Task Manager says it is using upwards of 95% CPU all the time.

There is definitely something wrong with emacs in X11 mode, and I think this experiment shows that it's a client-side problem, not server-side.
