Actually it is. When you install those small applications that change the look and feel of Windows, all they do is, for WinNT/2k/XP, change the key {HKEY_LOCAL_MACHINE|HKEY_CURRENT_USER}\Software\Microsoft\Windows NT\CurrentVersion\Winlogon, key "Shell", which point to "explorer.exe" by default. For Win95/98/Me, it's System.ini, key "shell", which also point to "explorer.exe".

Explorer.exe is a big, BIG thing that does lots of things (too many?).
