Brian,
What version of Cygwin/XFree86 do you have?
If you've got Cygwin/XFree86 4.2.0 installed via Cygwin's setup.exe (you can
check the version string by running 'xdpyinfo' in an xterm) then the keyboard
bell should work. There was a change in the last few months that fixed the
keyboard bell.
Specifically, it appears that Test54 was the release that first had a working
keyboard bell:
