The startxwin isn't described in the kde-README.
Try the following and send the printed messages:
~/.xserverrc & starts xserver
/usr/local/kde1/bin/startkde & starts kde
BTW: Do you have installed cygwin 1.3.3 or the patched cygwin 1.3.2-1p1 release
