arts belong to kde2, which porting isn't started yet. Soe I can't say anything
to arts.

kde1 contains a local soundserver (soundserver.exe and maudio.exe) which uses
/dev/dsp for output sounds.
Because of a /dev/dsp relating bug the current official cygwin 1.3.2 release
some remaining points,
For the beta 1 release I have replaced this server by a stuff using a simple "cp
... /dev/dsp" command,
which works with cygwin 1.3.2.
I hope that in the next beta release I can use the full audio support of cygwin.
