Yes, I get something similar for Alt-Gr + Q, Alexander.
I might not have been clear, but again my note was about the cygwin window. This is where the Alt-Gr is not recognised.

Is this the key release? The state indicates a pressed Mode_switch.
The output for AltGr + Q is:
