I would advice to use source tarballs from Cygwin/XFree86 ftp server.
CVS code is always a developemnt code and may have a lot of broken stuff and
bugs

XFREE86 thru CVS.
I downloaded CVS and will look into xc/lib as I install it.

Who told you Xaw, and Xmu are not available from Cygwin/XFree86?
have a look into xc/lib directory
