no.

some web servers apply text/html to the bz2 files (as default) and esp.
netscape converts all <cr> to <lf><cr> under mswindows then.
use IE or wget instead or ftp with binary or another mirror.
btw: cygwin tar has a special option j to decompress bzip2
pushd /
tar xfj xfree86-4.0.3-DLLs.tar.bz2
