It is April 14th snapshot. Instead of waiting you can get cygwin1.dll ONLY
from the April 14th snapshot and you will be fine.

Several users have reported that Cygwin/XFree86 Test 18 freezes on
Windows
Me; these freezes are probably caused by the way that the current
cygwin1.dll closes sockets. Pierre Humblet sent in a patch to correct
the
socket closing, and I'm guessing that said patch will be in the next
release
of Cygwin.
Basically, the freezing problem is fixed, but you'll have to wait for a
new
cygwin1.dll release to obtain the fix.
