I assume your archives are coorupted during download.

Second under /cygwin/xfree/xc-4-binaries/4.0.3  I do not distribute
any file called "xfree86-4.0.3.tar"  From where did you get it?

Download from:

ftp://mirrors.rcn.net/pub/sourceware/cygwin/xfree/xc-4-binaries/4.0.3/

then unbzip2 and untar in /usr/X11R6.  Instructions to install are at
