The Alt key was not being passed on to Cygwin/XFree86 in Test 10 and
earlier.
Test 12 properly passes the Alt key to Cygwin/XFree86. Emacs picks up the
Alt key as Meta on most Linux builds.
Thank you for the bug report, although I didn't recognize the problem for
awhile :) And thanks for putting up with the, "heard of xmodmap?" comments
