Umm the rgb file is in usr/X11R6/lib/X11 and you do not need to search it.
The separate file is in case you do not have it. Did you install
xfree86-4.0-devel.tar.bz2 too? If not try installing it.

I have no clue??
I just downloaded & installed cygwin on friday and started the install
of XFree86 today.
I downloaded everything according to the page
http://www.cygwin.com/xfree/docs/howto/x195.htm
I had to search for the RGB files but found a mirror that still had
them......
