Under the same configuration, with same video drivers, on Win2K I had no
problems.
The only thing I can think of it your Cygwin installation problems.
did you try starting from bash:
export PATH=.:/usr/X11R6/bin:$PATH
export DISPLAY=127.0.0.1:0.0
win :0 && xterm &
See if that starts the X-server and bring up an xterm, though no windows
manager.
