X apps won't start

I'm running cygwin 1.1.2 and have just downloaded, uncompressed and
de-tarred all the tar balls (without B20 in the name) from xc-4-binaries
into /usr/X11R6. I got the impression these should work. However when ever I
try and start any of the X apps I get a dialogue box appearing saying 'The
application failed to initalize properly (0xc0000022). Click on OK to
terminate the application.'
Any ideas anyone?
