I hate to continue this but, actually, no, it doesn't.  Any "ToDo" list
discussion would not be discussed on the cygwin list.  It would be
discussed in the mailing list mentioned on the web page that you
referenced.

I'm responding only because it's possible that you have misinterpreted
Dave's response to mean that you discuss setup.exe development issues,
such as those discussed in setup's README, in the main cygwin list.
