  No, that's not an implication of what I said, or not meant to be anyway.
What I am suggesting is that there are very likely to be people who routinely
run setup.exe to update their installations yet would not like to be updated
from 1.5 to 1.7; I believe there could be reasons other than 'major problems'
why they might not want to do so.

  Honestly, I'm not trying to be needlessly obstructive, just trying to make
sure we think about all our users, including the ones who don't frequent the
mailing list or website.  We are a small clique, and they are larger and
broader than we can imagine, and in particular I think there are many
use-cases that people go through every day that none of us ever exercise.
