Yes, that's the solution I had in mind.  I guess at some point we'd just
make a copy of everything from release/ to release_9x/, and then let
them start to diverge from there as one is updated and the other
static?  And all the mirrors would then automatically be mirroring both
dirs?

Does this really need to be hard-coded?  Couldn't it be done in a
postinstall (e.g. for the cygwin package) instead?
