setup.hint and setup.ini are already documented on the
http://cygwin.com/setup.html web pages.

You can make changes to it if you want.  I think I gave you the ability
to update the web site long ago.

cinstall is your directory, now.  Go nuts.

Also, if you want to change categories, for the most part, you just have
to edit setup.ini, currently.  A few packages are controlled via
setup.hint, too, so those will have to be changed as well.

You should be able to safely edit setup.ini file as long as no one is
adding a new package.  Hmm.  Maybe I should add some kind of lock control.

As I said in the cygwin mailing list, though, I don't think that
revamping the categories from the Debian structure (with the possible
exception of Required) makes much sense.  It is your call, though.
