OpenThread() is W2K+ and ME(!)
However, this is the Win32 API. The OpenThread functionality would
already be available in earlier NTs by autoloading the NtOpenThread()
or ZwOpenThread() functions from ntdll.dll.
Only 95/98 would lack that support.
