Ok, I changed the requires in release-2 as follows:
cygwin requries: base-passwd base-cygwin
base-passwd requires: base-cygwin
base-cygwin requires: nothing
I left base-files out of the picture for now because it also depends on
findutils and sed. I hope that won't hurt.
