The first procedure is to read the FAQ and mailing list archives.  Consider it
a rite of passage.

We'll also need to be convinced that adding the application to Cygwin is useful.
In general, we have only added popular linux/unix packages to the distribution.
You didn't provide enough details to determine if your package should be included
or not.
