The TeX Live executables and supporting libraries have been updated in
the Cygwin distribution:
*** texlive-20120628-2
*** libkpathsea6-20120628-2
*** libkpathsea-devel-20120628-2
*** libptexenc1-20120628-2
*** libptexenc-devel-20120628-2
This is a rebuild to fix the problem with luatex's zlib version check
reported in
http://cygwin.com/ml/cygwin/2013-05/msg00345.html .
In addition, I have implemented the packaging change announced in
http://cygwin.com/ml/cygwin-announce/2012-08/msg00023.html ,
so that the texlive package no longer provides biber.exe. If you want
to use biber, install texlive-collection-bibtexextra. If you have
already installed it, you will need to reinstall it.
