[1.7] Updated: {libtool/libltdl7}-2.2.7a-10

GNU libtool is a generic library support script. Libtool hides the
complexity of using shared libraries behind a consistent, portable
interface.

This is a bugfix and feature enhancement update.

This is the first release specific for cygwin-1.7; the major differences
between this package and the simultaneously-released libtool-2.2.7a-1
for cygwin-1.5 are documentation related (the README references
cygport-0.9.4 and cygwin-1.7.0-40, and the /usr/share/doc/ layout is
influenced by the cygport changes between 0.4.3 and 0.9.4).

Changes since libtool-2.2.6a-1
=================================
o Fork from cygwin-1.5 package development stream
o Update to latest git development
+ plus fixes for several cygwin-specific issues
= cwrapper should now work in unix->cygwin cross-compile
      environments
= Updated version of previous fix for -dlpreopen when
      --disable-static
+ includes some patches from pr-msvc development branch
o No longer includes the LT_OUTPUT patch from Yaakov Selkowitz
  http://cygwin.com/ml/cygwin/2008-04/msg00378.html
but the _LT_DECL_OBJDUMP is now included upstream.

Test results -- old tests: [*]
All 113 tests passed
2 tests were not run

Test results -- new tests: [*]
78 tests behaved as expected.
8 tests were skipped.

[*] Notwithstanding certain issues with perl and the dreaded "*** fatal
error - unable to remap" problem. But that's not libtool's fault.

For the first time in a LONG time, cygwin libtool passes all regressions!
