Beginner installation issue on cygwin

Hi there. I have a beginner?s problem getting crosstool-ng 1.18.0 to install
under cygwin (ultimate aim is to cross-compile to Raspberry Pi). I hope this
is the right place to ask for help, please tell me where to go if not.

As far as I can tell I have installed all the necessary bits of cygwin
(64-bit) on my Win 7 desktop, the configure step works (see below for
output), but in the make step BISON (version 2.7.1-1) fails as below.  Any
pointers as to what I am doing wrong, or how to debug it?  My zconf.y Is
attached.

$ make
 SED    'ct-ng'
  SED    'scripts/crosstool-NG.sh'
  SED    'scripts/saveSample.sh'
  SED    'scripts/showTuple.sh'
  GEN    'config/configure.in'
  GEN    'paths.mk'
  GEN    'paths.sh'
  BISON  'zconf.tab.c'
