No rule to make target build-glibc/csu/tst-empty.out

Ok, well I've made a bit more progress on testing my
cygwin-to-fedora toolchain with crosstest. Crosstest
is actually running a good bit of the way through, but
it is failing on the following line:
+ REMOTE_TOP=
+ make -n check cross-compiling=no
run-program-prefix=xyzzy
make[2]: *** No rule to make target
`/cygdrive/d/home/xzw0wf/crosstool-0.37/build/i686-unknown-linux-gnu/gcc-3.4.3-glibc-2.3.5/build-glibc/csu/tst-empty.out',
needed by `tests'. Stop.
make[1]: *** [csu/tests] Error 2
make: *** [check] Error 2

(This is right after make tests.) I've looked into
this a bit to try to understand, if I should need to
edit a makefile or something, but I'm really not sure
where to go. Any ideas on what to look at to begin
troubleshooting?

Thanks in advance,
J
