You can go for cygwin tools and compiler. It is the Unix emulation in
windows. URL : http://www.cygwin.com/

It is also GPL liecenced.

for me it is harder and harder to port my program on
windows...
There's fortran 77 , Tcl/Tk , C , Unix command ( like
fork() ) ...
And i don't know how to port all of it !
