yes, i succeed in compiled binutils, gcc and newlib.
After I see the version of your toolchain.
I suggest you download the new version.
Try to download and execute this.
http://sources.redhat.com/cygwin/setup.exe

About PID issue.
In fact, windoze(win32) have no native API of fork ().
So, cygwin just emulate it(cygwin1.dll).
and that is all I know.
