changelogs for .texi files

I believe the GNU coding standards say .texi files generally
don't need changelog entries (and I like it that way)
so when you bump into it, fyi, I removed your last changelog entry.
I also checked in my subword patch.
[and a patch to dev.scm so it works if slib is installed with guile]
