Reverting.  The cost makes this knee-jerk solution not something
anyone should use, and we (IBM) especially don't want distros to use
this option baking in a performance hit that won't be recovered when
better hardware/firmware solutions are available.

Nick, I'm going to revert this on the branch too in case there is a
2.30.1.

This reverts most of commit 1be5d8d3bb.
Left in place are addition of --no-plt-align to some ppc32 ld tests
and the ld.texinfo --no-plt-thread-safe fix.
