FYI/pushed: Remove trailing spaces in binutils/README-how-to-make-a-release

Hello,

I noticed that there were lots of trailing spaces in that file,
so I removed them.

binutils/ChangeLog:

        * README-how-to-make-a-release: Remove trailing spaces.

Pushed to master (as obvious).

Thanks,

Joel
