You may not have looked far enough into the file. It you look at lines 60
and 61 you should see:
AARCH64 Richard Earnshaw <rearnsha@arm.com>
AARCH64 Marcus Shawcroft <marcus.shawcroft@arm.com>
Note - you may have been looking at the MAINTAINERS file in the top level
of the binutils source directory, rather that the one in the binutils/
subdirectory. There are two maintainers files (confusing, I know), one
shared with gcc, gdb and other associated projects, and one specific to
the binutils project.
