[RFC PATCH 00/11] binutils: MIPS IEEE Std 754 NaN interlinking support

Hi,

 This implements static linker support for IEEE Std 754 NaN interlinking, 
as per "MIPS ABI Extension for IEEE Std 754 Non-Compliant Interlinking" 
<https://dmz-portal.mips.com/wiki/MIPS_ABI_-_NaN_Interlinking>.  Also an 
assembler interface is included, following the recommendations set out in 
the specification.

 Eleven patches comprise the change, of which 10 are preparatory clean-ups 
and updates, and the final change implements the feature added.

 These changes have been fully regression-tested against the usual set of 
targets (150 of them).  No problems have been recorded.
