[Patch]: Remove bfd/ticoff.h

Hi,

git grep ticoff.h reports only ChangeLog entries and bfd/ticoff.h looks unused
(ticoff0/ticoff1_swap_table are now in coffcode.h).

So I propose to remove this unused file.

Ok for trunk ?

(Checked by configure --enable-targets=all, followed by make in bfd).
